The intention is made in the heart; expressing it aloud is recommended:

2. Washing the Hands
Wash the hands to the wrists 3 times. Rub between the fingers. If you wear a ring, move it so water reaches underneath.
3. Rinsing the Mouth (Madmadah)
Take water into the mouth with the right hand 3 times and rinse. If you are not fasting, gargle. This ensures the water reaches the teeth and the mouth cavity.
4. Rinsing the Nose (Istinshaq)
Draw water into the nose with the right hand 3 times and expel it with the left. When not fasting, drawing the water in deeply is a sunnah.
5. Washing the Face
Wash the whole face 3 times, from the hairline to below the chin and from earlobe to earlobe.
6. Washing the Arms
Wash the right arm 3 times up to and including the elbow, then the left arm the same way. The elbow is part of what must be washed, not merely the forearm.
7. Wiping the Head (Masah)
With wet hands, wipe at least a quarter of the head once.
8. The Ears and Neck
Wipe the inside of the ears with the index fingers and the backs with the thumbs.
9. Washing the Feet
Wash the right foot 3 times including the heel, then the left foot the same way. Rub between the toes.
